Four Puppies Allegedly Burned Alive at Best Friends Partner Shelter 

Carlos Santillan, an animal control officer at Monroe County Animal Services in Georgia, is facing four felony cruelty-to-animals charges for allegedly placing four live puppies in the shelter’s incinerator and burning them to death. PETA is urging prosecutors to seek the strongest penalties available for Santillan, including a ban from contact with animals and mandatory psychological counseling if convicted. The incident has led to reforms at the shelter, including leadership changes, updated policies, additional staffing, and improvements to shelter operations.

Best Friends Animal Society, a group that promotes “no-kill” policies in shelters, has come under scrutiny for its practices that prioritize high “save rates” over accepting animals in need. Recent incidents at partner facilities across the country have highlighted the consequences of these policies, including animals being turned away and facing neglect, cruelty, or death.
